He's paying less attention

We’ve only been together for two months, and I feel like he’s started paying me less attention. We go out less often—maybe once a week—and even then, he might not be available. Most of the time, I’m the one who takes the initiative in our messages. I decided to bring it up with him and asked how he sees our relationship going forward. He said he doesn’t know. Then he gave me two options: either break up or try again. I chose the second one. Eventually, we found a compromise—we see each other for at least an hour after classes. I asked him directly if he wants to break up, and he said he just wants things to be okay. I also asked if he’s sure he wants to continue the relationship and if he’s willing to put in effort and make changes. He said he is. But I’m still not sure if he actually loves me. And honestly, I don’t know if he’s telling the truth or just saying it to get me to back off.
